reducing size of an image in gimp

The size of a Jpeg file also depends heavily on what is in the picture. 
If you have a picture with just one plain color it will compress very 
well, whereas a picture with many fine details will not compress as 
well.

I still fail to see what this has to do with Ubuntu though.
