I've just tried this. A jpeg file of 200x230 pixels at 72dpi and 85%
quality comes out at about 27kb which is within your bounds.
So using GIMP, scale your picture to the dimensions specified on the
page linked to above and when you save specify the dpi, and quality as
above. You should be done.
