Part of it /is/ a networking problem:

You mention that your internet connection is "is 10 Mbps download"
(hopefully it is actually 10MB/s) and yet your download fetch is only
"35.5 kB/s". Rashke will attest that I sometimes have a problem moving
decimals with anything math related, so double check... but 35.5 kB/s is
only 284 Kbps (0.284Mbps).
Here is from my 3MB/s down DSL:
