Can one have a static IP wired network connection with failover to wireless?

Is that using Network Manager?  I find that if I enable wireless and
wired then they both connect which is not desirable, particularly if
they are both set for the same static IP.  I could not see a way of
telling it to use the wire if possible and only switch over to wifi if
necessary.
