Fixed was/is a "bitmaped" font.  By default, Ubuntu disables those in 
favor of Scalable fonts.  (By their very nature, bitmapped fonts do not 
adjust to modern high resolution displays well.)

Never let that stop you from enabling your preference, however :)

If you look in the /etc/fonts/conf.d/ directory, there should be 
something like 70-no-bitmaps.conf.  Simply delete that file, log out/in, 
and you should be able to add Fixed font to your terminals.
