Likely you downloaded a disk image, then burned it to the disk as a file.  
Disk images are 100% complete, and a directory listing of the disk should 
show many files and directories on the average boot disk.  If, when you 
take the disk to a working machine and mount it, you see only the file you 
actually downloaded, then its burned in the wrong mode.  Make a new one 
after reading that file back to the HD on whatever machine has room for it, 
and reburn it as an image, not a file.
