Yes, it certainly does.  It also makes no use of it.  If Gene is unable to
disable Network Manager, for whatever reason, using Ubuntu Server and
installing the desktop afterwards gets the end result he's is looking for.
An Ubuntu desktop that does not use Network Manager.
