Is flashplugin-installer installed? Try
sudo apt-get install flashplugin-installer
and see if it does anything. Flashplugin-installer is the package
that should install flash and set it up.
If it is already installed then possibly
sudo apt-get install --reinstall flashplugin-installer
It should download flash and ask you to OK the license.
