Can Ubuntu be used to control a router?

Normally the way of doing this isn't OS-specific. Check the modem's
manual and see how it's configured. Normally it'll be with a web
browser, rarely you'll need to use telnet. I've never come across a
domestic router or modem that needed some peculiar software in order
to configure it.
