I think that you should contact support at freenode.net (or whatever
their support email address is).

About cloaks, why you don't get one? Just go to #freenode (
irc://irc.freenode.net/#freenode ) and ask for one. I don't understand
your IPv6 and tunnelbroker preferring instead of cloak as IPv6 tunnels
usually let you to be accessed using IPv6 same way as IPv4.
