Finally had some time to do this on my computer. It appears the
procedure in 12.04 is a bit different.
Once you have installed languages, with the Language window open
(search for Language from the program selection launcher or on top
right 'System then languages, drag your preferred language to the top
and then click "Apply system wide." Then logout and log back in and
you should be in your new language. In fact when I just did it the
login screen was in Spanish.
