The problem is that the dapper repositories are no longer available at 
the servers known to the dapper distribution. You could change your 
/etc/apt/sources.list and point it to the server old-releases.ubuntu.com 
instead of archive.ubuntu.com. The entries would then look like this:

deb http://old-releases.ubuntu.com/ubuntu/ dapper main

BUT it would certainly take quite a long time to upgrade to a current 
release. It would be Dapper -> Hardy -> Lucid. OTOH, if your CD isn't 
working, this is probably the only way. Anyway, I would suggest to make 
a backup of all your valuable data before you try the upgrade. Some 
people have trouble with online-upgrades ...

Two ideas:
1. You could burn the CD with lowest possible speed - sometimes that 
helps.
2. Did you try to clean the lens of the laser? I don't know if it is 
accessible, but if it is, you could try to clean it with some denatured 
alcohol.
