This may work for you:
<sudo dpkg-reconfigure keyboard-configuration>

Otherwise, maybe edit your /etc/x11/xorg.conf (if you have one) thusly:
add to the Section "Input Device" for keyboard and include this line:
	Option "XkbOptions" "terminate:ctrl_alt_bksp"
save and re-start your X server.
