Such a program does not exist (yet).

I see two parts to your question:
1. convert a pdf to a human and machine readable text format like HTML
2. translate human and machine readable text by an online translation service

The first part already exists but is of questionable quality. Not because
of the converting software itself but because of the very nature of the
pdf file format. Something can be text but it can also be a "drawing" of a
text. Human eyes don't see the difference but for a machine this is very
different.

The second part: I don't know.
