There are two ways:

(1) *PREFERRED* you use ubuntu-bug to open the bug. The process
collects some data from your system (including specific data for the
package you are reporting on), and then opens your browser on a bug
entry pane.
(2) *REALLY LAST RESORT* you use a special URL to LP [1] and open your
bug there. The drawback on this method is that *most* of the times
basic bug data is not reported. In fact, unfortunately, most of the
times I see one such bug basic data is indeed missing (Ubuntu version,
package version, etc).

This is all documented in [2]. And yes, it is on purpose that the link
in [1] is at about the end of the page: if one is not willing to find
out how to report bugs, chances are one is also not going to add in the
necessary information/data on the bug.

We are always on #ubuntu-bugs in Freenode, for any questions.

Now, why LP reports you are not logged in if you are already logged
in... this is a different can of worms. I don't know.
