Is kernel 3.0x coming to Natty Narwal aka Ubuntu 11.04

Generally, no. In your examples above, 2.6.38 is the kernel version
and 8 and 12 (the numbers after the hyphen) are the build numbers.

During the life of any given release, you'd expect the build number to
change occasionally (following bugfixes) but not the version number.
This goes for all software, not just the kernel. If you want an
increased version number, you'll generally need to install it manually,
or wait for the next release if it's worth upgrading everything else to
get it.
