Yes, the panels are straightforward to organise.  The problem I have is
that I don't seem to be able to place launcher icons where I want them
along the panel (I like to have them grouped by function with space
between the various groupings, and with the 'systray' on the extreme
right). In fact they are all left-justified with no space allowed between
them (although you can add vertical spacer bars and adjust the order in
which they occur). Each one has a 'move' option when I right click, but when
I try to move one it just jumps back to it's original place.

Any suggestions?
