I think understood all that, my original comment was intended for
Bruce who said about the possibility of hiding the top panel, if I
understood him correctly:
"That means that every time you wanted to see the menu options, you
will have to wait for the menu to show from its auto-hide state and
then select an option. That would be very annoying for me personally."
My point is that you already have to wait (a very small time) for the
menu itself to appear on the panel and there is no conceptual reason
why the hidden top panel could not re-appear just as quickly.

It often annoys me that we have to wait patiently while things slide
aesthetically on and off screen or menus fade in and out artistically.
 I have better things to do in life than wait for such things, I would
prefer them to snap into existence instantaneously so I can get on
with my work.
