Force windows to maximize on open

No bandwidth? No hi-speed internet? Next time I'm about to complain
about YouTube video streaming speed I'll think of you. I'll try to
explain once, right click on a picture, "save as" window that comes
up, the save button if off the screen. I want, by default, that window
to open maximized.
