If you are prepared to jigger with xorg.conf, try adding a line like
this to the pointer section:

    Option "resolution" "750"

- and try different values for the resolution.

And *have you tried slowing the mouse down*?

    System->Preferences->Mouse->Sensitivity

If the mouse is unusably fast on Linux and Windows, there would be an
argument for saying it was not of merchantable quality. You might be
able to take it back for a refund or exchange. Sometimes there are
switches or similar on or in the mouse that set these sorts of
characteristics, but it would be unusual to find them on a cheap mouse.
