FirstVT used to be an upstream variable but it seems to have been
dropped between 2.20 and 2.24:

so the Debian maintainer must like it and is applying the "06..."
patch to which you refer above.
A total WAG: FirstVT doesn't play well with either plymouth or upstart
or both since 1) both Fedora and Ubuntu use them both, 2) GNOME's
closely aligned to Fedora, 3) Debian doesn't use either.
