The reasons are complicated but basically the outdatedness in Ubuntu
is because GnuCash is in the Universe repository, meaning it isn't
maintained officially by anyone at Canonical. The things in the
Universe repository come to Ubuntu via Debian, and in the case of
GnuCash, the path from GnuCash to Debian is delayed, probably due to a
lack of GnuCash volunteers with Debian credentials. SO GnuCash will
almost always be somewhat outdated in the Ubuntu repositories.

If you want to have the latest version of GnuCash as soon as it's
released, it isn't hard to compile on your own system, but most folks
will decide there are some small advantages to waiting for it to be in
a repository.

You might also want to use the https://launchpad.net/~gnucash/+archive/ppa
as it is fairly current (March?) and maintained.  I installed it (2.4.x) 
on 10.04 and it works fine.
