Do you have any proof of this statement?!

They seem to leapfrog each other in terms of capabilities. For example:

For the Debian upgrade from Etch to Lenny, aptitude was the recomended tool.

For the next Debian upgrade, from Lenny to Squeeze, apt-get was the
recomended tool.
