update or not?

I have a message I don't understand when I log in to an Ubuntu 10.04
system. It says:

Linux pcx36 2.6.32-31-generic #61-Ubuntu SMP Fri Apr 8 18:24:35 UTC 2011
i686 GNU/Linux
Ubuntu 10.04.2 LTS

*** System restart required ***
No mail.


The part I don't understand is the bit about updates and a system
restart being required. I just updated the system with synaptic and
rebooted - twice, just to be sure. I then ran

# apt-get update
[snip]
# apt-get upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

but it still gives me the update/restart message when I login.

What do I need to do to get that message to go away?
