Those are almost certainly not windows controlled by the window
manager, so won't have the usual controls / resize grippers. They're
probably javascript created things inside the page. You probably won't
be able to drag them outside the confines of a non-maximised browser
window, which confirms this.

It's not a bug, but a design 'feature' of the site you're on.
