Isn't that what ”eliminate dead keys” mean? If you have dead keys, you can  
create things like ê by first hitting ^ and then e, but that shouldn't be  
possible with the ”eliminate dead keys” layout, should it?

Anyway, this can be done anyway by using the compose key, if you really  
want to use the ”elimintate dead keys” layout:

You set up your compose key here:
Open the keyboard layout dialogue, then click ”Options…” and look for  
somethng like ”Position for the compose key”. I set mine to Caps Lock, but  
there are other options.
