My experience is not extensive, but in the past I have seen PCs in which
the fans spin up and the light on the motherboard comes on but it just
doesn't boot. The cause has been the "OK to boot" signal from the power
supply not activating.
I now buy more expensive power supplies - something like Antec 80-plus
units. I have always found that you generally pay for what you get.
