Step 7 is essential for a domain setup but as far as we know there
isn't a domain involved here, at least in terms of the smb.conf that
was posted.

The "/etc/init.d/samba restart" is a good catch. It's amazing that the
proofreaders missed it given that it's a Ubuntu-specific change!
Mistakes happen... Anyway, unless the files in /etc/init.d have also
been split up into smbd and nmbd (can't check right now), you'd get a
message directing you to use service or initctl.
