Deliberately so. There is no way to know now, 18 months before the
next LTS releases, whether it will be _possible_ to upgrade from LTS
to LTS. Hence 'in theory'.

Arguably your "should" is just as ambiguous :)

As I understand it 8.04 to 10.04 direct upgrades were not recommended
until at least 10.04.1 was released. Can't recall where I heard that
though.
