CPU Throttling

Hello,

To install one software, I had to use disable CPU throttling using "rcconf".
My questions are

1)  Should I again enable CPU throttling ? If it is a good idea then the
next two questions:
     (1)  How it is enabled ?
     (2)  How do I know if it enabled or not ?
