What does "package is set to be manualy installed mean"?

Installed yes, functioning, who knows. In an ideal world the package
would be working out of the box. However some programs need
configuring or running with very specific command line parameters. I'm
not familiar with rwhod, and wouldn't be able to help without a bit of
reading and googling which right now I don't have time for, sorry.

But in short, yes, it should be installed and working, all things being equal.
