I don't think so. Maybe the drivers for particular torrent clients had a
limit, but certainly not the basic network driver. I could kill my
router with a too high connection limit in ktorrent all the same in
10.04, 9.10, 9.04 (I don't know about previous versions because I didn't
use ktorrent before 9.04).
