I don't see what this has to do with Ubuntu's stability or 
user-friendliness.
It's a device.

MS does not write drivers for webcams other than their own.

You seem to be talking about 3rd party peripherals. If you check,
you'll find a lot of those that do not work at all, or satisfactorily
with Windows or MacOS. In fact, Linux supports a lot of stuff that
was obsoleted by newer versions of Windows not being compatible
with drivers written for older versions of that OS.

In any case, it's a good practice to actually check if the OS one is
using actually supports the hardware _before_ buying it.
