You should probably take a look at Mono for a full .net like C# 
development environment and MonoDevelop supports several "unmanged" 
code environments as well.  Mono is available on Ubuntu but for a rich 
Mono development environment, you can download the iso from project 
mono which is a fully implemented mono programming environment with all 
the bells and whistles including the development webserver component, 
all running on OpenSuSE 11.2.  It is a liveCD but can be easily 
installed to a hard drive.
