xsane starts when printer turned on

Not any good idea.  However, what if you renamed xane, made a small 
script where you frapped a bit of the initial communication to a file, 
studied the file in the hope of identifying the printer's signature, 
insert a clause for this in the script or file a bug to the printer 
manufacturer or the to the xane people.
