Inkscape is good but be sure you are using the .47 not the old .46 and
DO read the manual first. It has a nice built in way to grab art off
the web too working with:
http://en.wikipedia.org/wiki/Open_Clip_Art_Library

Gimp might be all you need also. What exactly are you trying to do?
