Your headers also show the incorrect time:
Subject: Karmic Time in wrong zone
Date: Mon, 19 Jul 2010 19:56:47 -0400

should be -0600

I don't have a karmic system up right now, but check
System|Administration|Time & Date
and see what that reports. Modify as necessary. You might also add ntp
(Configuration: Keep syncronized with Internet servers) and sync with a
pool.ntp.org server (add 0.us.pool.ntp.org and 1.us.pool.ntp.org - check
