voip: skype, vbuzzer, freephoneline, etc

Living in Canada, there aren't any skype-in numbers available due to CRTC
regulations, apparently. What I set up is a voicemail account with
freephoneline.ca, which is, as advertised, a free phone line; well, at
least free voicemail.
However, can I get that number to forward to a skype account? I looked
at ring2skype.com but they don't offer a number for my area code, and
skypeincanada.ca is, while not exorbitant, costly enough to defeat the
purpose for my volume.
I've tried SIP softphones, but the quality was never sufficient, due to a
slow connection. Any thoughts? Kinda OT, but I thought maybe someone
here might have information about this.
If my connection were better, then SIP would be great, but it's not an
option, unfortunately.
