The CD image is the same, regardless the location it was downloaded. Pick a
mirror nearest your country, as Jean said.
In respect to your needs, all can be done perfectly with almost all Linux
distros, Ubuntu included. Filezilla, e.g., that you cited, has a Ubuntu
native package.
In the Internet you will find directions on how to create a bootable usb
stick to perform O.S. installation without a optical disk drive.
