      * You want every user to have identical desktop setups (i.e. no
        custom window themes, icons, etc)
      * You do NOT want users changing their own settings (i.e.
        rearranging the panels, changing themes, etc)
      * Users will NOT be migrating between computers, so their profiles
        will remain on whatever computer they are using.
      * You do NOT require the user profiles to be located somewhere
        centrally. 

Given this, I believe that you are looking for a method to lock down the
desktop, and a guide on how to do so can be found here:

and possibly (if you are wanting to set up a custom theme/look and feel
for your users) then you would be wanting to modify the /etc/skel
