Ray already explained the how, let me explain you the why.
Phpsysinfo is not an application that you invoke, like the classical
console or GUI apps that you already know.
It is a script that runs on a web server, collects info about your
system, and then presents that as a pretty web page. So you have to
surft to that web page with your browser, and your webserver will invoke
the script for you.
Other apps that work in the same way that you may have heard about:
phpmyadmin, Drupal, Joomla.
