Perhaps a mac or dns issue?
Just a wag without knowing the exact details of the modem and the isp:
Try having him power off the cable modem and the pc for at least 3-5
minutes. Then power up the modem, wait a few moments and then power up
the pc. The neighbor's laptop probably worked because it was a new mac
address to the modem. Also check /etc/resolv.conf and make sure that you
have the isp's dns IP's in the file.
