For the record: I do NOT want to kick anyone off the list.
I propose a method that is already in place on other mailing lists: put
certain users under moderation. That is, none of their messages appear on
the list unless they are approved by a Community Council.

For the record: I do NOT want to police other users.
I am not qualified to do that. I'd prefer that this is done by people with
a significant experience in community management and communication skills.
I think that the same kind of people who do online reputation management
would be a good choice. After all it's the online reputation of the Ubuntu
community that they would have to manage.
