It is a file system property that can be viewed and set with tune2fs.

Type 'man tune2fs' (without quotes) at the console to get all the 
documentation you need and more, or search for 'tune2fs' on the web with 
a search engine like Google: http://google.com/

FYI: ALL Linux distributions check their disks after X reboots (or 
mounts). Fedora does it, Mandriva does it, OpenSuse does it,...
30 seems to be a common value for the forced check.
