   I think you need to put your user in the "dialout" group.

   You can have a better idea of the permissions of the modem,
  typing

ls -l /dev/ttySM0

  in a terminal. That will show who is the owner (root probably)
  and the group (maybe dialout) of the "modem" device. Putting
  your user in that group should solve the problem.
