BUT, I had stated
"I have a fine *external* modem connected via RS232 on Com1 "
(emphasis added and for Com1 read '/dev/ttyS0' IIRC)
It then points me to

which points me to
apt:gnome-network-admin
which doesn't seem accessible to a Windows(tm) user.

Which you *already* have Ubuntu connected to internet.

[chuckle] I have 10.10. Didn't notice that link I referenced was
for 8.04 -- I had reached it via a page which I got from an
explicit search for 10.10 ;/
