Hang on, some details were not clearly defined in my head, thinking about it I see why...

They have a link on the android site to Partners -> Build a Device. Well I am experienced in Windows OPK, MDA OEM, Linux OEM etc... loading phones with Windows CE and corporate branding with a mix of predefined apps is one of my secret specialities. They call me a system builder here. Heck who knows what I am, I do anything from carpentry, joinery mechanics, sheez I can even polish your shoes if you ask nicely.  ;-}
So I was misled by my understanding of how the android site works. I followed partner, which is what I would do for Windows CE, and Build a device which is technically what I am doing.

I should I have look at just the SDK's, instead of at  the development tree.

So by now I have the SDK running and I still downloading.
Will let you know... if things start to shape up.
