vt7 is the standard gui vt, so vt8 is your gui vt either because you
have customized your setup or because you are hit by a bug whereby if
you log out and log back in, vt7 is not free because it still has a
stray process attached to it and the next available vt, vt8, is used.

So if f7 doesn't work, try f8, f9, ...
