Getting rid of 'balloons'

         Here is where I am now. I made a check and in the Keyboard 
Shortcuts which I did not have until I turned on keyboard shortcuts in 
one window and got the System-Preferences-Keyboard Shortcuts for the 
first time I think. I turned ON balloons but have seen none so far.
