Stop button not working

Hi,
I am new to this list.
I have a Ubuntu 9.10 on a Dell Inspiron 17 with a strange problem: sometimes
it refuses to stop, the appropriate button opens a window with  buttons stop
and restart, but these are not reacting: system continuous to run and does
not stop. I that case I have to open a terminal, sudo halt, and then the
system stops normally.
This weekend I installed *on another desktop computer* Ubuntu 10.04 beta 2,
and I experience the same problem!
Is this problem being reported already? Where can I find the solution?
